Guwahati: New Building Construction Byelaws enacted

GUWAHATI: From now on, people in the city will have to undergo several trials to get permission for constructing new buildings.

According to the provision of new Building Byelaws, permission for construction shall be issued in two stages. Planning permit shall be accorded by Guwahati Metropolitan Development Authority (GMDA) as per provisions of Master Plan and Zoning Regulations in force and relevant provisions of Act, rules and Building Byelaws.

The planning permit, along with three sets of drawings, shall be forwarded by GMDA to Guwahati Municipal Corporation (GMC), urban local bodies and panchayats, as the case may be, with intimation to the applicant. There will be a time limit of 30 days.

Building permit shall be accorded by GMC or by other urban local bodies or panchayats, as the case may be, relating to the issue of construction under the ambit of planning permit and provisions of Building Byelaws within 45 days from the date of receipt of the planning permit.

“It’s a major development. It’s very vibrant and it included everything from rainwater harvesting to footpaths. We are very much hopeful that this will definitely bring a change in the scenario. Henceforth, no proposal for building permission under the provisions of previous Building Byelaws, 2006 for Guwahati Metropolitan Area shall be accepted by the GMDA,” M Angamuthu, CEO of GMDA told TOI on Monday.

The GMDA has requested all applicants concerned to seek permission for building construction in prescribed Form No. 1 (Part-I and II) of Building Byelaws with all supporting documents as per checklist for processing their proposals. Prescribed Form No. 1 (Part-I and II), along with the checklist, may be availed in GMDA. The GMDA receives around 300 such applications a month.

The new Guwahati Building Construction Regulation Byelaws, 2014, framed under Section 4(1) of the Guwahati Building Construction (Regulation) Act, 2010, is published in the official gazette.
